The Moscow Bureau for Human Rights is a non-profit partnership, which was registered by Moscow Registration Chamber on February, 27 2002. The Bureau for Human Rights maintains regular contact with leading non-governmental organizations of the RF, the staff of the Commissioner on Human Rights in RF, the Commission on Human Rights under the President of RF, the State Duma of RF, the Public Chamber of RF, the Russian Academy of Science, Russian art workers' associations and a number of ehnic and religious organizations. The Moscow Bureau for Human Rights conducts daily overall monitoring of the violation of human rights in the RF and focused monitoring called Xenophobia, Racial Discrimination, Anti-Semitism and Religious Persecutions in RF Regions . Every day the Bureau receives numerous reports, photos and newspaper articles from its regional representatives.
The information obtained through monitoring is regularly sent to popular web-sites and Russian and overseas mass media (2,000 e-mail addresses). A group of leading Russian and foreign experts and journalists work for the Bureau. They regularly write articles and reviews for mass media and the human rights organizations operating in the RF. A collection of monitoring materials is published as an annual report. It is sent to the Administration of the President of Russia, to the top leaders of the Federation subjects, to the Office of the RF General Public Prosecutor and to the RF Ministry of Justice for the purpose of analyzing the situation and taking measures to improve it. A group of lawyers provide legal assistance to citizens by representing them in courts and giving legal advice . A legal hot line is working. The Bureau carries out publishing and educational programs, holds press-conferences, workshops and round-table discussions on tolerance. It conducts seminars on ways to improve the work of law-enforcement institutions. The Moscow Bureau for Human Rights established the National Assembly of Public Forces for Resistance to Extremism and Terrorism and the Festival For The Sake Of Life which makes use of cultural heritage and arts to fight racism, xenophobia, terrorism and promote human rights. The projects on legal protection of business, on consumers rights, on civil society development in Russia are under way; the supervision of human rights recognition at the elections in the Russian Federation is exercised. The Bureau won a European Commission grant to conduct a 3-year project Public Campaign to Combat Racism, Xenophobia, Anti-Semitism, and Ethnic Discrimination in the Multinational Russian Federation . The Bureau research results are regularly presented to the Council of Europe, United Nations Organization, UNESCO, PACE and OSCE.
